The process of deinstitutionalization began in 1955 with the introduction of chlorpromazine. It was the first antipsychotic drug that was actually effective, and it, coupled with federal Medicaid and Medicare, allowed for many patients to live outside the walls of an institution. Without patients, there was no need for the facility, and Willard fell into disrepair.
