Report to Collect
I once got a complaint that a restaurant was keeping a deer in their walk-in cooler. When I go get there, I find the entire deer. When I ask for an explanation, he tells me that he got it from the mall. When I ask for a receipt (as proof), he hands me a police report stating that he is allowed to collect roadkill. He even told me that he planned on cleaning it at the restaurant so he could bring the meat home.
