Two official “no parking” signs sat at the bottom of the hill. The signs had been installed specifically for their construction, the bold red capitals deterring civilians from leaving their cars. But that wasn’t enough to stop some cheeky drivers from illegally parking. An elementary school was situated half a block from the parking spaces and the foreman quickly noticed that parents would use it as a drop off and pick up location. That didn’t bother him; being a parent was difficult enough. But one woman was about to take the entire tin of biscuits.
