Witnessing the Events
Andy Lizarraga is the young woman that filmed the events. She wrote on Facebook what happened:
“Outside of Target, someone was selling candy. As my mom and I were walking away, a lady went up to this person and told them she wanted to see their license to sell.” Andy had no idea that things would soon get much better, but not for the old lady!
