Not just anyone can start a charter
It takes time to start a charter, the same as joining the club. The group has to exist for a long time, know each other pretty well, and are part of the same community. To be established as a charter, it could take years, even decades. On the Hells Angels website, if you need to ask how to create a charter, you are not ready for one.
