As the true story of the Costa Concordia unfolded, Franco Verusio, a Grosseto city procurator, claimed that the captain was the one who “ordered that course to be taken” which lead to the ship hitting the reef. He apparently did this so that he could signal a friend while aboard the ship, which put everyone in danger.
