Internet comedian Brandon Moore was the man behind the viral “What Are Those” meme. In 2015, Moore filmed a cop and panned down at the officer’s shoes. Then Moore asked “What are those?!,” which was his own way to taunt the cop and make fun of his shoes. After he posted the video on Vine, the meme became an internet megahit and was often used to burn someone wearing fugly shoes.
